Transloading at Poti and Batumi: how it actually works
The previous article explained why cargo bound beyond the Caucasus is transloaded rather than carried in the box. This one is about the operation itself — what happens on the ground at Poti and Batumi, which constraint actually binds, what changes in your paperwork, and the cases where the honest answer is not to transload at all. The international term for it, and the one the terminals themselves use, is cross-stuffing.
The constraint is weight, not volume

Most people assume the problem is fitting the cargo in. It rarely is. A 40-foot high cube holds about 76 m³ and a European trailer takes 82–88, so by volume there is room to spare — and by footprint, the 25–27 euro pallets that come out of a container sit comfortably in a trailer that takes 33–34 in one layer. The problem is the scale. A container loaded to its ceiling carries close to 28.5 tonnes; a 13.6 m trailer is limited to about 24. A heavy container therefore does not become one truck — it becomes one and a bit, and that changes the economics before anything is lifted.
How the operation runs
The container is positioned at the transloading site, opened and checked against the packing list, and the cargo is moved across — by forklift for palletised goods, by hand for loose cartons, occasionally by crane for single heavy pieces. It is then restowed and secured in the receiving vehicle, and the empty box goes back to the line. On a straightforward palletised 40-footer this is measured in hours, not days.
The part worth paying attention to is restowing. Cargo that travelled at sea was secured against roll and pitch — forces that come from the side. Cargo travelling by road faces braking, which comes from the front. The securing scheme is not the same, and a load simply pushed across from one box to another is a load secured for the wrong journey. See cargo securing for what that involves.
What changes in the documents
The transport document changes hands. The sea leg travelled under a bill of lading against the container number; the road leg travels under a CMR against the truck and trailer plates, and the container number leaves the chain at that point. If the cargo continues under customs control, a transit document — T1 or a TIR carnet — is raised for the onward leg. The packing list has to survive all of this unchanged: if the count or the weights shift during transloading, every downstream document inherits the discrepancy. See shipping documents.
The risk, stated plainly
Every extra handling is an extra opportunity for damage. That is not an argument against transloading — it is the reason to do it at a proper facility with the right equipment rather than on a yard somewhere. It is also the reason the container is inspected and the cargo condition recorded before anything is moved: if a carton was already crushed inside the box, that needs to be on paper before it leaves, not discovered at destination. This is the same logic as reading the EIR at the gate.
Truck or rail car
Both are available in Georgia, and the choice is not a matter of preference. Road wins on flexibility and on door delivery: one vehicle, one driver, no further handling until the consignee. Rail wins on volume and on long, stable hauls where the schedule matters more than the last mile — and where the cargo will be handled again anyway at the far end.
What makes rail genuinely practical here is that at Batumi it is built rather than improvised: BICT operates a container freight station with a 180-metre rail spur put in specifically for cross-stuffing into rail cars. We run that transfer in both directions — containers into rail cars for cargo heading inland, and rail cars into containers for export moving the other way.

We work with all the main terminals in both ports, which in practice means the site is chosen for the shipment rather than the shipment fitted to the site: where the line calls, where there is space on the day, and where the onward leg is cheapest to organise.
When not to transload
The honest cases where the answer is no, or not yet:
- Short legs — within Georgia or across the Caucasus the box returns inside free time, so the extra handling buys nothing
- Fragile or precision cargo — machinery, instruments, anything where each lift is a real risk rather than a theoretical one
- Dangerous goods — an additional handling operation brings additional permissions, segregation rules and paperwork with it
- Out-of-gauge and heavy single pieces — what came out of a container does not always go into a standard trailer
- Very heavy consignments — if 28 t has to become two 14 t trucks, recalculate before deciding; the saving may be smaller than it looks
- Cargo stowed as a single secured block — where the sea securing scheme cannot be reproduced on a trailer without reworking the whole load
Note what is not on that list: cost alone. On a Central Asian leg the handling charge is a fraction of the detention it prevents, so the case against transloading is almost never financial — it is about the cargo itself.
Development prospects
Both ports are investing in exactly the capability this article describes: Batumi has the rail-served freight station and expanded container and truck yards with a dedicated two-lane gate; Poti is expanding, with bonded warehousing and 22 km of rail inside the perimeter. Add the Tbilisi Dry Port as an inland transfer point and cross-stuffing stops being a workaround performed at the quayside and becomes a scheduled step with its own infrastructure.
